Coronavirus COVID-19 Uttarakhand Travel Updates 2020

Uttarakhand has declared coronavirus as an epidemic and necessary measures has been taken to control its spreading. WHO (World Health Organization) has declared COVID-19 as a pandemic, following the critical conditions, Government of India and State Government has come together to take precautionary measures to prevent this from spreading.

GUIDELINES

1 - TOURISTS

All tourists coming to Uttrakhand have to register themselves on smart city web portal smart city dehradun prior to their travel .

The tourists with Covid-19 negative test report, which is not earlier than 72 hours, can visit allpublic places and destinations across Uttarakhand without any restrictions. .

The asymptomatic tourists without Covid-19 negative certificate can enter the state but should have a minium booking for 7 days in a hotel. They willhave to stay within the premises of the same hotel for 7 days, post that they can visit the public placesacross state .

Char Dham Yatra will be available only to the residents of Uttarakhand untill further orders. .

There are no restrictions for the Gueststo attend the wedding ceremony in the state. However, upon their arrival, they will have to take awritten undertaking (self-declaration form) to clearly indicatetheir place of stay and marriage venue to the management of Banquet Hall/Hotel. Theywillnot be allowed to visit any public places apart from the place of marriage during their entire stay. .

The management of Banquet Hall/ Community Hall will have toensure proper thermal screening of all employees and guests prior to their entry and maintain a proper record of the guests. They shall also ensure adherence of guidelines related to safety and social distancing issued by MoHFW, Government of India. .

2 - HOTELS/B&B/HOMESTAYS

All Hotels/B&B/Homestays outside the containment zones are now allowed to operate and will have to follow the highest standards of hygine and cleanliness. .

There is no restrictions regarding the minimum period of stay in the Hotels/B&B/Homestays for the persons who have undergone the RT-PCR test as per the norms and reflecting the Covid-19 negative report. .

The Hotels/Homestays/B&B will have take a self declaration from the asymptomatic tourists,coming from high load/non-high load COVID-19 infected cities for not visiting any public places and will stay in the hotel premises for 7 days before starting their travel to public destinations across state. .

Gyms/Swimming Pools/Bars/Resturants situated within the hotel premises are still not allowed to operate. Hotels are allowed to serve liquor only as the part of room service, subject to the compliance of social distancing and safety. .

All Hotels/B&B/Homestays shall strictly adhere to the SOP, issued by the Department of Tourism, Government of Uttarakhand.

3 - REOPENING OF RESTAURANTS

All Hotels/B&B/Homestays shall strictly adhere to the SOP, issued by the Department of Tourism, Government of Uttarakhand.

The restaurant owners/managers shall make arrangements to ensure that a record of all customers, as also the waiters serving the tables is maintained at all times, clearly specifying the date and time.

In addition to the above, the restaurant management shall strictly adhere to the SOP issued by the Department of Tourism, Government of Uttarakhand on restaurants.

GUIDELINES FAQ

  • 1 - Are tourist from outside the state permitted to visit Chardham?

    No. Tourist from outside the state are not permitted to visit Chardham till further orders

  • 2 - Are tourists from high load/non high load COVID-19 infected cities with an ICMR approved negative certificate allowed to enter our state ? Are they required to get themselves tested 48 or 72 hrs. before travelling?

    Yes tourists from high load/non high load COVID-19 infected cities (Annex-1) are allowed to enter the state. They should get themselves tested not earlier than 72 hours from the time of arrival, reflecting COVID-19 negative report. All such tourists shall have to upload the negative test report while registering themselves on the web portal smart city dehradun prior to their movement. They have to carry this medical report along with them. (Ref. guidelines dated 2 nd July 2020.).

  • 3 - Will Such tourists need to be quarantined ?

    No, the tourists with RT-PCR test from ICMR authorized lab not earlier than 72 hours from the time of arrival, reflecting COVID-19 negative report don’t need to be quarantined. There is no restriction on them for minimum period of stay in hotel/B&B/Homestay. .

  • 4 - Can tourists coming from High load / non high load COVID-19 infected cities without a medical certificate enter our state ? And on entering would they need mandatory quarantine in the hotels they intend staying in ?

    The asymptomatic tourists coming from high load/non high load COVID-19 infected cities without a medical certificate can enter the state but they must have a booking for minimum 7 days in a hotel. He has to stay within the premises of the same hotel for 7 days. After this he can visit any place within the state..

  • 5 - What about the tourists from non high COVID-19 infected cities who carry medical certificates ? Will they need to be quarantined or can roam around freely?

    The tourist coming from non-high COVID-19 cities caring a medical certificate RT-PCR test from ICMR authorized lab not earlier than 72 hours from the time of arrival, reflecting COVID-19 negative report don’t need to be quarantined and can roam freely within the state.

  • 6 - People travelling by air do not need paid / institutional quarantine , what about tourists ?

    Tourists irrespective of mode of travel don’t require institutional quarantine but they must have 7 days minimum booking. No such condition of minimum stay is applicable for those who are carrying COVID-19 negative report along with them

  • 7 - Is it mandatory that tourists have to be accommodated only in district administrations approved quarantine hotels ? Or they can be quarantined in a hotel of their choice ?

    Tourists can stay in a hotel they have booked

  • 8 - The clause of Mandatory 7 nights stay is compulsory for even guests from within the state ?

    No such restriction of 7 night mandatory stay is in place for guest within the state. No permit/permission shall be required for inter-district movement of persons within the state However, all such persons shall mandatorily register themselves on the web portal smart city dehradun prior to their movement

  • 9 - Are prior permissions needed to host weddings for up to 50 people within the hotel ?

    No, the permission of District Administration is not required for conducting a wedding. However, they have to intimate district authorities and maintain proper data base. All guests/attendees shall provide a written undertaking (self-declaration form) clearly indicating their place of stay and marriage venue to the management of Banquet hall/hotel.

    Asymptomatic bride/groom and their relatives travelling from high load COVID-19 infected cities shall be exempted from being quarantined. However they shall not be permitted to visit any public places, except the concerned Banquet Hall/ Community Hall.

    All asymptomatic guests coming to attend the marriage from high load COVID-19 infected cities of other states shall be exempted from the restriction of the minimum period of stay in hotels, subject to the condition that all norms of safety and social distancing as per MHA and MoHFW guidelines are strictly complied with.

    The management of Banquet Hall/ Community Hall shall ensure proper thermal screening of all employees and guests prior to their entry and maintain a record of all such persons.   • 10 - Will tourist be allowed to go out of hotel premises / visit tourist places after completion of mandatory 7 days hotel confinement ?
